Just raising revenue. Cut down on vehicular traffic in cities and they'll be far safer than any automated enforcement could ever hope to achieve.

A city I lived in had automated traffic light enforcement. The city council received a report that it had neither reduced the danger at the intersections in question, nor had the program created enough revenue to pay for itself.

They kept it.
