It looks like the "herding" sense may have come a bit later, as a derivative of the original sense of impeling or urging something to move: https://www.etymonline.com/word/drive#etymonline_v_15912
Nice, yes so it seems like the original sense was to do with, as you say imparting movement in a direction.
The sense I most think of when I use it today is almost synonymous with steering, that its about controlling the direction, rather than the motion itself.
