Next to my office is another great big building full of offices who's lights stay on 24/7 despite the place currently being unoccupied, and it really shits me. The world burns and this huge multi story building leaves it hundreds of fluorescent lights on for absolutely no reason. Not to sound silly, but it kind of makes me wish there was some sort of place you could call to complain.

EPA? For the light pollution maybe. I believe there is a requirement for tall office buildings to have some lights on at the top so that emergency helicopters don't crash into them. However, I don't think this excuses having ALL the lights on.

So many office towers are like this. Such a waste.
