Winnipeg could stand to learn something from Toronto.

Toronto Solid Waste Management does an excellent job with collecting in the east side of Toronto, they have advanced sorting capabilities (single stream recycling now) and can both set transparent, reasonable prices for the collection while also creating initiatives for minimizing waste (some households' bins are the size of a garden gnome).

West Toronto residential collection and commercial bin collection across the whole city is contracted out, which brings some cost savings from underpaid labour but it's mostly to weaken union power unfortunately. (City council and residents didn't like it when workers went on strike years ago.)
