Alternate future Admiral Janeway doesn't qualify.

Prime timeline Admiral Janeway might qualify if only because we never see her do anything.

On Prodigy, she sees the young crew for their potential and helps them move forward. Never would I count alt Janeway. Her taking out a large portion of Borg with a virus is pretty badass, though.

pretty sure admiral Janeway gives Captain Picard orders to Romulus in Insurrection, and that sounds as something dammit.
