Voyager actually had to cut back on basic but unnecessary resources like real coffee. On BSG, they never ran out of cigarettes. Was there a cigarette cargo ship in the fleet?
Thank the gods that the Marlboro freighter had a working FTL
One of the ships in the fleet was probably a cargo ship with enough cigarettes for a planet supply run.
So they probably had to smoke them or dispose of them just to make a room for other supplies as they had opportunity
