Doesn't that apply here?
Is it an UEFA rule? I can only find it in places referencing the FA rules only. There will be small differences in rules between competitions.

The United wall cheated forward meaning they were closer to the ball than what they should've been.
The blonde guy runs closer to them
He gets 1 step away from the ref drawn line when the ball is hit. But it looks like he gets a bit further away from the wall because of that step because the wall cheated forward.
The attacking players are less than 1 meter away from the wall but it was the wall that initiated that because they were cheating forward.
Obscure rules rules only apply to us it seems
