I don’t have a dog in this fight but Everton getting 10 points deducted with Man City going basically years upon years unpunished makes me think of the Jerry Tarkanian quote:

“The NCAA is so mad at Kentucky. they're going to give Cleveland State another year of probation”

No one at the top ever gets held accountable.
