Most regulations are written in blood. Others are written by lobby to keep new competition out of a market by making the entry-fee enviable for small scale operations. Some are just written because whoever in charge hasn't worked a day in their life and has no clue.
Most are written in blood, though. Don't fuck with septic tanks.
