They are considered terrorists by Syria, Egypt, Saudi Arabia, Bahreïn and E.A.U but not France.

Only Austria classify them as terrorist, the EU does not

Are there other countries besides Austria that classify them as terrorists that weren't on the first list?

Russia.

Germany consider any militant factions of them to be terrorists too. According to wiki at least.
