Hard to say what's going on in this image, but I think he had her in a headlock on the ground (scarf position) and she's using her leg to push him off (leg muscles are far stronger than arms, and can engage core muscle)
But it's hard to tell, some of this older combative stuff made no sense in the real world.
"If some guy tries to grab you, you can’t fight him with fists. So here’s what you do. You kids fall down on your back and you kick upward at him. That’ll throw him off his rhythm.”
“He’s not gonna know how to fight back with two little sneakers coming at him. If the Lindbergh baby had steel-toe boots, he’d still be alive today. Street smarts!"
Looks like she's setting up an arm bar, though tough to tell without being able to see her left arm and weird that she's not gripping anything with the right. Could be coming from a closed guard type position (with him between her legs) and then pivoted to get the arm bar. It's entirely possible she just let go of both arms to give/receive instruction.
Edit: Although yeah...doesn't make much sense for her left leg to be on the ground then. Who knows...

I'm PRETTY sure she's doing a version of this escape (starts at 6:10)
