Aren't those called juries?
Juries don't make laws, and laws effect a lot of things that juries are never involved with.
So you want an entire branch of government staffed with randomly selected citizens, not just a part of the judicial branch?
Fair enough. I think it has some promise in some sort of oversight capacity.
