Its not a concession. They tried. they came very close to accomplishing their goal. But because of the outcomes of the battles of Irpin, Bucha, Hostomel Airport, and one of the most critical battles of the entire war, Moschun, Russia was defeated and lost their opportunity to quickly topple the government.

In short. They didnt concede. They got their asses handed to them. And played it off as an act of mercy when they ran away with their tails between their legs.

And now Putin is trying to win through "peace" negotiations what he failed to achieve through war. But if Europe and Ukraine refuse Trump's extortion, Putin is going to suffer defenstraphobia for the (hopefully short and miserable) remainder of his life.
