PDF rose to significance because at the time, a Word document would look different if you opened it on a different computer and you'd have to adjust the page breaks and boundaries etc (because your normal.dot was different at home and at work or on different computers at work).
Adobe won with a simple and easy to use format that reliably froze the layout and could be read the same on any computer, Windows, Mac, Unix.
Then they kept adding features that they could upsell to corporates and forgot what the format was for. The handy hand tool for relegated in favour of a pointer and then when people insisted on using the hand tool they made it automatically turn into a pointer if your dragging isn't sufficiently accurately vertical or something.
Adobe. Your PDF format is fundamentally for reading and printing documents reliably. Please stop making that bit hard.
