Except that time he tortured and killed a innocent guy and felt bad for all of 3 minutes.

Maybe disappointed his guess was wrong?
In the books I don't believe he would have felt bad at all. They perverted Dexter in the show, gave him a soul.
Edit: I think the Dark Passenger would have prevented the error in the books
