I have no idea. At this point, it could be either. Maybe it's part of what's clearly a coherent and highly successful campaign to destabilize western governments with these tactics, or else maybe copycats have noticed how well it works and started doing it of their own accord.

I know basically nothing of Canadian politics, but maybe I should start familiarizing myself.
