I want to know how much of the "up to" 60k reward this person got and how they spend it.

You mean the $60k bounty? The cops will happily relinquish that $50k as promised. Keep in mind that the $40k will only be given if it leads to a conviction, though, and the bank will probably put a hold on the full $30k. But that's OK. $20k is still a life-changing amount, even if you won't get all of the promised $10k after taxes.
