And there were noticeable improvements, but people were convinced there weren’t.

Fighting the propaganda is the bigger battle now.

Noticeable is in the eyes of the beholder. A lesson hard learned from my own career - no one will care if you do good things if you don't market them.

I guess that could be called a propaganda battle.
