Well, it depends what you mean by "better."
Rhetoric is just Greek for the means of persuasion.
A more effective means of persuasion is better rhetoric by definition, because determining truth is not the goal, getting them to do what you want is.
But, yes, ideally rhetoric and epistemology would go hand in hand.
I've finally met someone more pedantic than I.
