Is a dock just a (visually floating) taskbar locked to the bottom edge, or am I missing some nuance?

Developers do not look for reports on social media, so they will not see it and all it does is clutter up the feed.
Well it's a dock, so basically an icon-based taskbar.
That was my question - it looks the same as every windows taskbar, just centered and "floating".
It's all about the look - One prefers a taskbar or another mainly due to the look :)

I have been very happily using an ultra wide monitor, so a left-side vertical taskbar has been the most comfortable for me.
