I think for Fallout 4 it helped that the game came out just 5 months after the reveal so the hype was very high for it. Also it was before Fallout 76 came out which put a damper on the hype of Bethesda games.
Starfield also released simultaneously in Gamepass, unlike Fallout 4, which is probably playing a big part in the “low” numbers.
